OLATHE, Kan. – Terracon, a leading national consulting engineering firm comprised of engineers and professionals in a variety of related disciplines, announces several key company leadership changes in Texas.
Terracon opened its first Texas office in Dallas in 1992 and experienced rapid growth after the acquisition of HBC Engineering in 1998. Despite being established only a few years earlier, HBC had approximately 250 employees at the time. Today more than 1,700 employee-owners in Terracon’s Texas division serve more than 5,000 clients across a diverse range of industries, including digital infrastructure and data centers, power and utilities, transportation and infrastructure, healthcare, education, public infrastructure and municipal programs, and commercial sectors.
The following strategic changes are designed to support client service, innovation, and project delivery as the company continues to grow its business in the Lone Star State and beyond:
- Jeff Roberts, P.E., will transition from his role as senior vice president in January 2027 and continue supporting Terracon in several capacities. Since assuming leadership of Terracon’s Texas Division in 2017, he has guided its growth from annual gross revenue of $127 million to $288 million in 2025. With more than 30 years of experience, Roberts’ technical expertise encompasses materials engineering investigations and the management of large construction materials testing and quality control projects. His project portfolio includes landmark Houston-area developments such as Enron Field (now Daikin Park, home of the Astros), the NRG Arena, the Memorial Hermann tower, and the Calpine Building in downtown Houston.
- Todd Swoboda, P.E., has beenpromoted to senior vice president and will work with Roberts to achieve a smooth leadership transition. Swoboda joined Terracon in 1996 and became regional manager in 2022. He has played a key role in major pursuits and projects in the region, including extensive work on the SH 99/Grand Parkway Project, a 180-mile loop surrounding the Greater Houston area. Swoboda holds a Master of Engineering degree in Civil Engineering from Texas A&M University.
- Kyle Burroughs will transition from his role as Director of Regional Operations in January 2027 and will continue supporting operational excellence initiatives. Burroughs assumed the role of Regional Operations Manager for the DFW and West Texas region in 2016. Under his leadership, the region’s gross revenue increased to $126 million, reflecting sustained growth and operational success. With more than 40 years of experience, he has developed extensive technical expertise in hazardous materials consulting and testing, with a particular focus on complex remediation projects at iconic sites such as Texas Stadium and Bank One Tower in Fort Worth.
- Pete Falletta, P.E., has beenpromoted to director of regional operations, and will work alongside Burroughs through year-end. Falletta’s 20-year career with Terracon has been marked by explosive growth in the company’s Dallas-area Materials Testing practice, which grew from $9 million in 2019 to $40 million in 2026. He has served in numerous roles with the American Society of Civil Engineers (ASCE) and American Concrete Institute (ACI), and he currently is the Vice President of the Texas Council of Engineering Laboratories.
