EDINBURG, Texas – The City of Edinburg announced that Erica Balli, Director of Human Resources/Civil Service, has been honored by the Texas Municipal Human Resources Association (TMHRA) with the 2026 Human Resources Professional of the Year Award for municipalities with populations of 25,000 and over. The award was presented on Wednesday, May 6, 2026, during the TMHRA Annual Conference in Round Rock, Texas.
The TMHRA Human Resources Professional of the Year Award recognizes individuals who demonstrate exceptional leadership in the field of human resources through their ability to lead and support employees, cultivate professional growth, and effectively manage high-performing departments.
As Director of Human Resources/Civil Service for the City of Edinburg, Balli has led significant initiatives aimed at improving the efficiency, consistency, and reliability of the City’s human resources operations. Her efforts to strengthen recruitment and hiring procedures have helped departments fill positions with qualified candidates in a timely, transparent, and compliant manner. These improvements have contributed to workforce stability and enhanced public confidence in the City’s employment practices.
Balli is also recognized for her professional and measured approach to employee relations and disciplinary matters. She provides clear guidance to supervisors, ensures due process, and works to resolve sensitive situations while safeguarding both employee rights and the City’s organizational interests.
