BROWNSVILLE, Texas — The City of Brownsville Organizational Development & Human Resources Department has received a 2026 Rosie Award and has been recognized as one of the Top 5 Public Sector Health Plans for 2026 by Health Rosetta, a national organization focused on advancing high-quality, cost-effective healthcare solutions. 

The recognition will be celebrated at RosettaFest 2026, scheduled for July 29–31, 2026, in Nashville, Tennessee. The event brings together public-sector leaders, employers, healthcare advisors, clinicians, and industry professionals to share strategies for improving health plan performance, healthcare access, and employee outcomes. 

“This national recognition reflects Brownsville’s continued commitment to investing in our employees and their families,” said Alan Guard, ICMA-CM, CGFO, Brownsville City Manager. “Through the One City Initiative, we are working together to build a stronger, more informed, and more sustainable healthcare strategy that supports the people who serve our community every day.”

The Rosie Award recognizes organizations that demonstrate leadership in employee health benefits, healthcare accessibility, cost management, and overall employee well-being. For Brownsville, the honor highlights the City’s work to expand healthcare literacy, implement a direct care strategy, and align leadership, partners, and stakeholders around a shared vision for a healthier workforce. 

The recognition was made possible by the City of Brownsville’s Organizational Development & Human Resources Team, whose efforts have helped strengthen employee healthcare education, internal collaboration, and the City’s long-term approach to workforce well-being. 

In addition to receiving the award, Health Rosetta has invited the City of Brownsville and Frontier to lead a panel discussion on “Change Management” during RosettaFest. The session will highlight how Brownsville invested in employee healthcare education, advanced a direct care strategy, and coordinated stakeholders as part of the #OneCity Initiative.
