BROWNSVILLE, Texas — The City of Brownsville Procurement Department has earned the 2026 Achievement of Excellence in Procurement® Award from the National Procurement Institute, Inc. (NPI), a national recognition honoring public and nonprofit organizations that demonstrate excellence in procurement practices.
The award recognizes organizations that achieve a high score based on standardized criteria measuring innovation, professionalism, productivity, e-procurement, and leadership. For Brownsville, the recognition highlights the City’s ongoing efforts to strengthen transparency, efficiency, accountability, and responsible stewardship in public purchasing.
“This national recognition is a proud moment for the City of Brownsville and a reflection of the high standards our Procurement Department continues to uphold,” said Alan Guard, ICAM-CM, CGFO, Brownsville City Manager. “Public procurement plays a vital role in how we deliver services, manage resources, and build public trust. This award demonstrates our commitment to doing that work with integrity, professionalism, and a focus on continuous improvement.”
The City’s Procurement Department supports a fair, competitive, and transparent process that helps departments secure the goods, services, and resources needed to serve Brownsville residents. Through professional development, technology-based solutions, and strong internal procedures, the department continues to improve how the City conducts public purchasing.

As part of this recognition, the City of Brownsville has been invited to attend NPI’s 58th Annual Conference, scheduled for October 4–7, 2026, in Frisco, Texas, where all Achievement of Excellence in Procurement® Award recipients will be recognized.
The National Procurement Institute, Inc. established the Achievement of Excellence in Procurement® Award program in 1995 to recognize organizational excellence in public procurement. The award continues to serve as a national benchmark for agencies committed to improving procurement operations and advancing the profession.
