BROWNSVILLE, Texas — The City of Brownsville has earned the Certificate of Distinction for Investment Policy from the Government Treasurers’ Organization of Texas (GTOT), recognizing the City’s commitment to responsible financial stewardship and prudent management of public funds.
The distinction is awarded to governmental entities whose written investment policies meet the requirements of the Texas Public Funds Investment Act and GTOT’s standards for prudent public investing.
“This recognition reflects the City of Brownsville’s continued commitment to transparency, accountability and the responsible stewardship of taxpayer resources,” said Alan Guard, ICMA-CM, CGFO, Brownsville City Manager. “Our financial team has developed a comprehensive investment policy that prioritizes the safety of public funds, maintains appropriate liquidity and supports the City’s long-term financial stability. I commend our Finance Department for their diligence and dedication to the highest standards of public service.”
In its award letter, GTOT’s Investment Policy Review Committee congratulated Brownsville for maintaining a comprehensive written investment policy that satisfies the criteria established in the organization’s Investment Policy Review Checklist.
The review evaluated key areas of the City’s investment policy, including the preservation and safety of principal, liquidity, diversification, authorized investments, internal controls, quarterly reporting, investment training and compliance with applicable state laws. The policy also provides for annual review and adoption by the City’s governing body.
The certification is valid for a two-year period ending July 31, 2028.
The recognition underscores the City of Brownsville’s ongoing efforts to strengthen financial practices, safeguard public assets and ensure that investment decisions are made in accordance with established legal and professional standards.
