Texas Border Business

The Mission Economic Development Corporation (Mission EDC) continues its efforts to support business growth, entrepreneurship, workforce development, and economic opportunity in Mission, Texas, through a team of professionals focused on advancing the city’s long-term economic goals.

According to Mission EDC, its staff works to assist local businesses, attract new investment, support entrepreneurs, and connect companies with resources needed to establish, expand, and succeed. The organization states that its collaborative approach brings together expertise in business development, strategic planning, workforce initiatives, communications, and operational management to strengthen the local economy.

Leading the organization is Teclo Garcia, Chief Executive Officer. Garcia oversees Mission EDC’s economic development initiatives and represents the organization in regional and statewide efforts related to business growth and infrastructure. 

Belén Guerrero-Aguirre serves as Chief Operating Officer and helps manage the corporation’s daily operations and strategic initiatives. Joe Salazar serves as Financial Officer, overseeing financial management and organizational resources. 

Mission EDC’s business attraction and expansion efforts are led by Stephanie Mendiola, Business Development Director. Programs and entrepreneurship initiatives are directed by Brianna Casares, Programs Director. In April 2026, reports noted that Casares and Mendiola completed advanced economic development training through the University of Oklahoma Economic Development Institute. 

Facilities operations are managed by Cathy Hernandez, Facilities Manager, while Candace Rodriguez serves as Communications and Public Relations Manager, supporting public outreach and media relations for the organization. Mission EDC’s newsroom identifies Rodriguez as a primary contact for communications and external affairs.

Administrative and support functions are provided by Executive Assistant Judy Vega, CEED Receptionist Manuel Rodriguez, and Office Coordinator Imelda Cantu. Their roles contribute to the organization’s daily operations and to the support services offered to businesses, entrepreneurs, and community stakeholders. 

Mission EDC states that its mission includes creating jobs, attracting capital investment, strengthening the workforce, and supporting economic development initiatives throughout the city. The organization provides resources, mentorship, funding programs, and business support services designed to help companies grow and invest in Mission. 

Mission EDC operates from its headquarters at 801 N. Bryan Road in Mission and works alongside community leaders, businesses, educational institutions, and regional partners to advance economic development opportunities in the Rio Grande Valley
