DALLAS, Texas — President Donald Trump said Wednesday that adult U.S. citizens would receive $5,000 payments if Republicans maintain control of both chambers of Congress in the Nov. 3 midterm elections, announcing the proposal during the Republican Party’s midterm convention in Dallas.
Trump introduced the proposed payment, which he called the “Trump dividend,” during a nearly two-hour address at the American Airlines Center. He said the payment would be contingent on Republicans retaining both the House and Senate and that the money would have to be spent in the United States.
The president did not provide details on how the payments would be funded, what eligibility requirements would apply beyond adult citizenship, or how the program would be administered. The proposal has not been enacted into law, and no payments have been authorized.
Reuters reported that it was not immediately clear how the proposed payments would work or whether they would be legally permissible. With approximately 240 million adult U.S citizens living in the United States, Reuters estimated that providing $5,000 to each adult could cost about $1.2 trillion and said the proposal could require congressional approval.
The Associated Press also reported that the proposal would cost more than $1 trillion and that significant questions remain about its implementation and financial feasibility.
Trump used the Dallas appearance to place himself at the center of the Republican campaign to retain control of Congress. He urged supporters to vote Republican and discussed his administration’s record and policies on issues including the economy, immigration, energy and national security.
The president also defended his administration’s handling of the ongoing conflict with Iran and acknowledged economic pressures associated with it, including energy costs. The issue has become part of the political debate ahead of the November elections.
The two-day Dallas gathering is the Republican Party’s first midterm convention. Unlike traditional national political conventions held during presidential election years, the event is focused on congressional races and Republican efforts to mobilize voters ahead of November. Vice President JD Vance is scheduled to deliver a major address Thursday, with Trump expected to return for closing remarks.
For voters, the distinction around Trump’s $5,000 announcement matters. It remains a political proposal tied to the outcome of the November congressional elections, not an approved federal benefit. Details concerning funding, eligibility, congressional authorization, and implementation have not been established.
