MISSION, Texas — The Mission Economic Development Corporation has named Financial Officer Joe Salazar acting chief executive officer, placing a longtime public-sector financial professional at the helm as the organization continues major economic development initiatives and begins selecting its next permanent CEO.
Salazar’s appointment took effect on Sept. 9, 2026.
The leadership transition comes at a critical time for Mission EDC, an organization that has played a central role in attracting investment, supporting businesses, and developing programs to strengthen Mission’s economy.
Its work has extended beyond individual development projects. Mission EDC has built partnerships with businesses, educational institutions, workforce organizations, and government entities to position Mission for long-term economic growth. The organization’s staff has been instrumental in moving those initiatives from planning through implementation.
Salazar now leads that team and maintains continuity as the Mission EDC Board of Directors searches for a permanent CEO.
Salazar, a Mission resident with more than 15 years of public-sector financial experience, brings knowledge of municipal operations, the community, and Mission EDC’s current economic development priorities.
Before joining Mission EDC in February 2024, he worked for the City of Mission for 13 years as an accountant.
As Mission EDC’s financial officer, Salazar has been responsible for the organization’s budgeting, financial compliance and reporting, and investment management. He has also worked with leadership on financial planning and implementation for programs, projects, and economic development initiatives.
Salazar is completing the Texas Certified Public Manager Program through UTRGV Professional Education & Workforce Development, furthering his training in leadership and public management.
His appointment follows the retirement of Teclo Garcia, who concluded four years as Mission EDC CEO and more than 19 years of municipal service in South Texas.
During Garcia’s tenure, Mission EDC advanced major investment and business development projects while expanding programs that support Mission’s economic growth. Those efforts were carried out by an economic development staff that will remain in place as the organization enters its next chapter.
“I am grateful to the Mission EDC Board of Directors for their trust and the opportunity to serve as Acting CEO,” Salazar said. “While the Board searches for a permanent CEO, I’m excited to work alongside our team as we continue moving forward with the projects, programs, and partnerships already underway.”
Salazar credited the staff and emphasized continuity.
“We have a talented and dedicated staff, and together we will remain focused on supporting our business community, attracting investment, and creating new opportunities for Mission,” he said.
As acting CEO, Salazar will oversee Mission EDC’s daily operations and collaborate with its staff, Board of Directors, City leadership, and community partners.
The transition gives Mission EDC an opportunity to build on the work already underway while maintaining the partnerships and programs that have helped make economic development a key component of Mission’s continued growth.
