EDINBURG, Texas — Rio Grande Valley Linking Economic and Academic Development (RGV LEAD) and the Rio Grande Valley Builders Association (RGVBA) are proud to announce a Memorandum of Agreement (MOA) establishing the RGV LEAD Architecture and Construction Workforce Pipeline Initiativefor the 2026–2027 academic year.
The regional partnership creates an industry-aligned workforce pipeline connecting students in RGV LEAD member districts with the Rio Grande Valley’s construction industry. The initiative will initially emphasize high school juniors and seniors participating in Architecture and Construction Career and Technical Education programs, including Construction Management and Inspection.
Through the partnership, students will have opportunities for industry engagement, construction-site and employer tours, skilled-trades demonstrations, job shadowing, mentorship, employer-sponsored projects, internships, pre-apprenticeships and apprenticeships, and connections to employment opportunities.
RGV LEAD will serve as the initiative’s principal education-and-workforce intermediary and regional coordinator, while RGVBA will serve as the principal industry-engagement partner, helping connect builders, contractors, suppliers, and trades professionals with participating schools and students.
“This partnership is about creating a direct connection between what our students are learning in the classroom and the workforce opportunities being created throughout the Rio Grande Valley. By bringing education and industry to the same table, we are building intentional pathways that can move students from career exploration to work-based learning, apprenticeships, postsecondary education, and ultimately employment,” said Maricela De León, MPA, CPM, Executive Director of RGV LEAD.
The initiative will engage construction-industry sectors including architectural drafting and design, carpentry, construction management and inspection, electrical, HVAC and sheet metal, masonry, and plumbing and pipefitting.
“This partnership is an investment in our students and in the future of the Rio Grande Valley. By connecting education directly with industry, we are creating stronger pathways to high-demand careers right here at home,” said Eloy Garza, President of RGV LEAD.

Our partnership with RGV LEAD will help bridge the gap between students and employers – and help streamline potential employment.
