The City of Pharr held a groundbreaking ceremony for a new state-of-the-art multi-use facility, a project city leaders described as a major investment in the community’s future. The project was presented under the leadership of Mayor Dr. Ambrosio Hernandez, the Pharr City Commission, city staff, and project partners.

The event began with introductions and acknowledgments of distinguished guests by Kenya Gomez from the Office of City Communications. The program included the presentation of colors by the Pharr Police Department Honor Guard, the Pledge of Allegiance by Maria Medrano of Vanguard Academy, the national anthem by Jimena Olvera of PSJA Southwest, and an opening prayer.

Among those recognized during the ceremony were Annabelle Palomo of RGV College, Alamo Mayor J.R. Garza, Pharr Commissioner Daniel Chavez, Pharr Commissioner Bobby Carrillo, and other local officials and community leaders. Also in attendance was project architect Laura Warren of the Warren Group and members of her team.

Mayor Hernandez delivered the keynote address, describing the facility as a symbol of Pharr’s continued growth and long-term vision. “Today we break ground on a true state-of-the-art facility that represents exactly where Pharr is heading with forward thinking, resilience, innovation, and non-political, unapologetic, bold moves,” he said.

According to city officials, the new facility is designed to redefine the city’s skyline, spirit, and cultural landscape. The building is planned as a modern architectural landmark that reflects both contemporary design and the community’s heritage. Mayor Hernandez said the project would blend modern architecture with the colors and textures that represent the area’s cultural identity.

Plans for the interior include flexible layouts, world-class acoustics, and integrated state-of-the-art technology. City leaders said the facility is intended to serve a variety of community functions while supporting arts, culture, and public gatherings.

Mayor Hernandez connected the project to Pharr’s artistic traditions and cultural history. “This facility is our love letter to that legacy. It ensures that our diverse community has a gathering in place and that will strengthen operations and create opportunities for the entire Rio Grande Valley,” he said. He also stated that “the cultural heartbeat of Pharr has a permanent home now to echo out across Texas.”

Following the mayor’s remarks, attendees viewed a video rendering showcasing the design and scope of the project. The presentation highlighted the facility’s planned features and its role in future community development.

The facility will be constructed on a 14.6-acre site located at the southwest corner of FM 495 and U.S. Highway 281. The building will encompass 83,567 square feet. City officials stated that the site was selected for its visibility, accessibility, and potential to support continued commercial and hospitality growth in the surrounding area. The development was also designed to provide connectivity with future adjacent projects.

Mayor Hernandez thanked the city commission, administration, and project partners for their support and collaboration. He credited their collective vision and commitment for helping move the project forward.

The ceremony concluded with the ceremonial turning of the dirt by Mayor Hernandez, city commissioners, and other officials. Closing his remarks, the mayor emphasized the project’s long-term significance, stating, “We’re not just constructing a building today. We are building a legacy for our children and grandchildren.”
