Washington, D.C. – U.S. Congressman Henry Cuellar (TX-28) voted in favor of the bipartisan 21st Century ROAD to Housing Act, legislation designed to address rising housing costs, expand affordable housing options, and increase homeownership opportunities for families across South Texas.
The legislation includes a series of bipartisan reforms focused on increasing housing supply, supporting affordable housing development, revitalizing vacant properties, streamlining construction processes, and improving housing access in rural and underserved communities.
“Families across South Texas are facing growing challenges from rising housing costs, limited housing availability, and barriers to homeownership,” Congressman Cuellar said. “This bipartisan legislation provides practical tools to help communities build more affordable housing, modernize neighborhoods, and create more opportunities for working families.”
Cuellar emphasized the impact the legislation could have across Texas’ 28th Congressional District, including communities in Laredo, the Rio Grande Valley, and rural South Texas, where many families struggle to find affordable housing near jobs, schools, and essential services.
According to Cuellar, the bill is intended to strengthen local infrastructure, encourage housing development, and support long-term economic growth while making homeownership more attainable.
Among the bill’s key provisions, the 21st Century ROAD to Housing Act would:
- Expand affordable housing construction through new housing programs and local development incentives.
- Streamline federal permitting and environmental reviews to accelerate housing projects.
- Support rural and manufactured housing programs aimed at lowering housing costs.
- Improve access to affordable mortgages and homeownership opportunities for working families.
Cuellar said he supported the legislation because South Texas families need bipartisan solutions that improve affordability and create stronger economic opportunities. He added that he will continue advocating for federal investments that support housing growth and long-term stability across the region.
