PHARR, Texas – Dr. Jonathan B. Flores, City Manager of City of Pharr, Texas recently received the Credentialed Manager designation from ICMA, the International City/County Management Association. Dr. Flores is one of over 1,700 local government management professionals currently credentialed through the ICMA Voluntary Credentialing Program.
ICMA’s mission is to advance professional local government through leadership, management, innovation, and ethics and by increasing the proficiency of appointed chief administrative officers, assistant administrators, and other employees who serve local governments and regional entities around the world. The organization’s 13,000 members in 27 countries also include educators, students, and other local government employees.
To receive the prestigious ICMA credential, a member must have significant experience as a senior management executive in local government; have earned a degree, preferably in public administration or a related field; and demonstrated a commitment to high standards of integrity and to lifelong learning and professional development.
Dr. Jonathan B. Flores is qualified by 25 years of professional local government experience to include 8 years in an executive role. Prior to his appointment as City Manager of the City of Pharr, he served as Assistant City Manager/Chief of Police for the City of Alton.

Dr. Flores has also made significant contributions to a number of other organizations, including: The Texas Police Chief’s Association serving as the committee chair for border issues from 2022 to 2023, The Lower Rio Grande Valley Development Council Criminal Justice Advisory Committee Member from 2021-2023, Rio Grande Valley Border Chief’s Coalition Sergeant at Arms from 2019-2023, Quality Texas Foundation Board Member from Member from 2024-2026, and currently serves as a committee member for the Texas City Manager’s Association Future City Manager’s of America Committee, along with the Ethics Committee.
