BROWNSVILLE, Texas – The City of Brownsville and its Planning & Redevelopment Department hosted the firstBrownsville Housing Master Plan Public Input Meeting on June 3, 2026, and they are seeking more public input. More informational meetings are being hosted for residents, businesses, community organizations, housing advocates, developers, and stakeholders to participate in the development of the master plan. There is also an on-line housing survey where residents can submit their feedback. The survey may be accessed at Brownsville HousingMaster Plan. Residents are invited to register on the webpage to receive project updates from the City.
The Brownsville Housing Master Plan will serve as a long-term roadmap to help Brownsville address current and futurehousing needs by developing innovative policies and strategies that support a more balanced and attainable housing supply for residents across all demographics.
“Brownsville is growing rapidly, and it is important that we proactively plan for the housing needs of our residents bothtoday and in the future,” said Interim City Manager Alan Guard, ICMA-CM, CGFO, City of Brownsville. “This Housing Master Plan will help guide policies and investments that support attainable, quality housing opportunities while ensuring community voices remain at the center of the process. We encourage residents to participate because their input will directly shape the future of housing in Brownsville.”
As the development of the Housing Master Plan begins it will include four components with the goal of bringing partners and the community along in the process. These four components include: an ecosystem assessment, which will scan existing plans, policies programs and funding to map the current housing ecosystem; a housing needs assessment, which will help project future housing demand versus existing supply; the development of a strategy,which includes identifying targeted, high-impact strategies; and
community and practitioner engagement, which includes collaboration with policymakers, practitioners, and the public to gather input, build consensus, and shape actionable recommendations.
The City and Planning and Redevelopment Department, in partnership with the HR&A firm and Tecolotl, will approach the housing plans by completing a comprehensive review of Brownsville’s housing market conditions, projecting housing needs through 2035, recommending a concrete menu of strategies, engaging the community to determine priorities, and establishing goals and a way to track progress.
Community engagement has a central role throughout the planning process. Residents are invited to attend informational meetings so that they have opportunities to participate in interactive activities, share their experiences, identify housing challenges facing the community, and help shape a vision for the future of housing in Brownsville. The 10-month planning process is now underway and will include demand projection phase during the summer months, followed by prioritization and goal setting, development of recommendations and strategies, and preparation of a draft plan. Community and stakeholder engagement will continue throughout the duration of the project.
