WASHINGTON, D.C. — Congressman Henry Cuellar, Ph.D. (TX-28), has voted in favor of the bipartisan 21st Century ROAD to Housing Act, legislation designed to address the nation’s housing shortage by increasing the supply of affordable homes, modernizing federal housing programs, and reducing barriers to new residential development.

The measure comes as many South Texas families continue to face rising housing costs, with higher rents and escalating home prices placing homeownership and affordable rental options further out of reach. Lawmakers say the legislation targets one of the primary causes of these rising costs—the limited availability of housing—by streamlining development processes and providing local governments with greater flexibility to meet their communities’ housing needs.

“South Texas families are paying more for rent and homeownership, and we need to make it easier to build the housing our communities need,” Cuellar said. “This bipartisan bill cuts red tape, improves federal housing programs, and helps expand affordable housing options for families, veterans, and rural communities. I will continue working across the aisle to lower costs and deliver for TX-28.”

In addition to encouraging new housing construction, the legislation updates existing federal housing programs to improve the use of resources for affordable housing initiatives and local development projects. It also includes provisions aimed at strengthening rural housing programs, expanding housing opportunities in underserved communities, and improving coordination among federal housing agencies to make programs more effective and efficient.

The bill also includes measures to enhance housing assistance for veterans by improving access to federal housing benefits and increasing coordination between agencies that serve former service members. Additionally, it strengthens oversight of federal housing programs to help ensure taxpayer funds are managed responsibly while supporting families in need.
