The United States Section of the International Boundary and Water Commission (USIBWC) is reminding the public that the Lower Rio Grande Flood Control Project (LRGFCP) levee system is off-limits. No trespassing signs are posted in English and Spanish throughout the levee system.  Violators are subject to a trespassing citation by local law enforcement.   

“The USIBWC would like to inform the public that the levees are off limits to the general public,” said Jayne Harkins, Commissioner, USIBWC.  “Extra traffic on the levee is disrupting our ability to do our job, particularly during this rain event. Our staff needs to monitor water levels along the levee project from Hurricane Hanna, and trespassers are making this difficult” said Harkins.  Additionally, the unauthorized vehicular activity on the saturated levees causes damage to the levees that may deteriorate their structural stability.                 

Commissioner Harkins wants to reassure the public that the Lower Rio Grande Flood Control Project is performing as designed by routing excess flood water to the Gulf of Mexico.

The LRGFCP contains 270 miles of U.S. flood control levee along the Rio Grande, interior floodways, and the Arroyo Colorado and provides protection to the following Texas metropolitan areas: Brownsville-Harlingen and McAllen-Edinburg-Mission.
