Mr. Garza served as Executive Director of the Lower Rio Grande Valley Development Council (LRGVDC), the region’s Council of Governments and Economic Development District. At LRGVDC, Mr. Garza unified cities and counties of the Rio Grande Valley with programs and projects aimed towards the advancement of the region’s health, safety, and economic prosperity.
Garza also served as the initial administrative officer as interim-Executive Director to support the transition and development of the newly formed Rio Grande Valley Metropolitan Organization.
Garza spent 17 years as a State of Texas employee, advancing to senior leadership through roles as a Vocational Rehabilitation Counselor, Employment Specialist, Business Consultant, Area Manager, and Regional Operations Director before becoming an Administrator with the City of San Antonio.
He received his bachelor’s degree in Psychology from Southwest Texas State University and a Master’s in Education and Counseling from The University of Texas at Austin.
Garza, a native of the Rio Grande Valley, is married to Ida and the couple has two children, Brandon and Brooke.
