CAMERON COUNTY – The Texas Department of Transportation (TxDOT) will host a virtual public meeting with an in-person option to discuss and gather input on proposed improvements to State Highway 4 (Boca Chica Blvd), in Cameron County.

The project would widen approximately 13 miles of State Highway 4 from a two-lane roadway to a four-lane divided highway, with two 12-foot concrete travel lanes and 8-foot shoulders in each direction, between FM 1419 (Oklahoma Avenue) and Joanna Street. The improvements, with an estimated cost of $179 million, would also include an 8-foot-wide bike path on the south side of SH 4, between Quicksilver Avenue and LBJ Boulevard.

The roadway expansion would enhance safety, increase capacity and address roadway deficiencies. Environmental clearance is expected in the summer of 2025 and construction could begin in the winter of 2026.

The public meeting is being held to present the preliminary transportation plan design and receive public comments.

A virtual public meeting will be available starting Wednesday, March 26, 2025, at 5 p.m. To access the virtual meeting, go to www.txdot.gov, and enter the keyword “SH 4 (Boca Chica Blvd). An in-person option will be held:

The in-person public meeting will be held in an open house format and TxDOT representatives will be available to answer questions. Displays and exhibits will be available for viewing both in person and online along with a pre-recorded presentation in English and Spanish. The information presented in the virtual public meeting and in-person open house location are identical, and the opportunities to comment do not differ.

Written comments from the public regarding the proposed project are requested and may be submitted by mail to the TxDOT Pharr District Office ATTN: Nolan Nicolas, 600 W. Interstate 2, Pharr, TX 78577.  Written comments may also be emailed to nolan.nicolas@txdot.gov. Verbal comments may be provided by leaving a voicemail at 956-702-6182. All comments must be received on or before Friday, April 11, 2025.
