RIO GRANDE CITY & EDINBURG – The Texas Department of Transportation (TxDOT) Pharr District is conducting a feasibility study for the SL 195 Extension and Connector between the areas of Rio Grande City and Edinburg in Starr and Hidalgo Counties. TxDOT is hosting an online virtual public meeting for the study with two identical in-person options. No formal presentation is planned. Community members are invited to come and go at their convenience.
The virtual option will consist of a pre-recorded video presentation that will be posted online on Tuesday, Dec. 16, 2025, at 5PM. To view the virtual public meeting, go to the following web address: www.txdot.gov, keyword search “SL 195 Feasibility Study”.
Additionally, TxDOT is providing two identical in-person options. The in-person options will be held in an open-house format. Attendees will be able to view the same presentation delivered in the virtual public meeting which will be playing on a screen, review hard copies of study materials, ask questions of TxDOT staff and/or consultants, and leave written comments.


Written comments from the public regarding the proposed project are requested and may be submitted by mail to the Pharr District Office, Attn: Edward Paradise, Jr., Environmental Project Planner, 600 W. Interstate 2, Pharr, TX 78577.Written comments may also be submitted by email to PHR_SL195_Extension@txdot.gov. All comments must be received on or before Monday, Jan. 12, 2026. Responses to comments received will be available online at www.txdot.gov once they have been prepared.
TxDOT’s Pharr District is conducting a feasibility study for the SL 195 Extension and Connector. This study is being conducted as part of TxDOT’s initial planning efforts to further extend SL 195 east in the Rio Grande Valley and complete the SL 195 Roma-Rio Grande City Relief Route. The feasibility study is intended to:
- Establish the purpose and need for extending SL 195 farther east to I-69C/US 281 and completing the SL 195 Roma-Rio Grande City Relief Route to US 83.
- Characterize the environmental setting and identify environmental features that may influence the development and location of route options for the SL 195 Extension and Connector.
- Develop and screen controlled-access route options that meet interstate standards to determine which one(s) should be advanced for further detailed schematic design and environmental study.
- Engage and receive input from stakeholders and the public.
