Tropical Storm Rafael has developed in the Caribbean Sea and is forecasted to intensify into a hurricane as it approaches Cuba and the Cayman Islands. As of Tuesday morning, Rafael was located approximately 105 miles southwest of Kingston, Jamaica, with maximum sustained winds of 60 mph, moving northwest at 13 mph.

Tropical Storm Rafael has strengthened overnight and is poised to intensify into a hurricane by tonight over the West Caribbean. The forecast track has shifted westward, but we still expect impacts: localized flooding, hazardous boating, rip currents, and high surf. The threat of heavy rain has increased for SW GA, where a Slight Risk (level 2 of 4) is now in place for Wed AM to Thu AM. Keep your guard up with the bit of shift west in the track, as that part of the forecast is lower confidence than usual and is subject to change. 

The National Hurricane Center (NHC) has issued a hurricane warning for the Cayman Islands and several Cuban provinces, including Pinar del Rio, Artemisa, La Habana, Mayabeque, Matanzas, and the Isle of Youth. A tropical storm warning is in effect for Jamaica and additional Cuban provinces.

Rafael is expected to pass near Jamaica on Tuesday morning, approach the Cayman Islands by Tuesday night, and reach western Cuba by Wednesday. Forecasters warn of heavy rainfall capable of causing localized flooding, hazardous marine and beach conditions, and the potential for severe thunderstorms and tornadoes, particularly in the Florida Keys and southwestern Florida mainland.
