On November 21, 2024, the Starr County Industrial Foundation (SCIF) celebrated a milestone—50 years of firmcommitment to economic growth and community development. Founded in 1974, SCIF has been the bedrock of progress for Starr County, fostering partnerships, supporting businesses, and championing initiatives that have transformed the region into a hub of opportunity.

 Rose Benavidez, the Foundation’s dedicated president, is at the heart of this success, whose leadership has guided SCIF through years of challenges and triumphs. This celebration highlighted Rose’s exceptional contributions and the visionary participation of the Foundation’s board and community leaders.

In her opening remarks, Rose reflected on the Foundation’s mission and history:

“We are surrounded by remarkable individuals—some who have supported the Foundation’s mission since its inception in 1974 and others who have recently joined us to enhance our community. Tonight, we celebrate our progress and the vision of those who came before us.”

The event honored the Foundation’s founders. Their joint efforts laid the groundwork for the region’s economic revitalization, and Rose emphasized that their sacrifices were instrumental in creating opportunities for future generations.

Reflecting on the Foundation’s journey, County Judge Eloy Vera described SCIF’s remarkable transformation into a cornerstone of Starr County’s economic development:

“It is truly an honor and a privilege to welcome you to the 50th Anniversary Celebration of the Starr County Industrial Foundation,” Judge Vera began. “Driving through Starr County, the transformation over the last decade is undeniable. But this didn’t happen by chance. It is the result of hard work, dedication, and vision.”

Judge Vera emphasized the organization’s resilience despite limited resources:

“The Industrial Foundation has accomplished what many would consider miracles. They’ve competed with larger cities and counties and succeeded in bringing businesses to Starr County—something that speaks volumes about their determination and expertise.”

He thanked Rose for her instrumental role in advancing initiatives like contracts, tax abatements, and partnerships with green companies, describing her as “a cornerstone of our progress.”

The celebration also showcased the vital role of collaboration between the public and private sectors. Mayor Jaime Escobar Jr. of Roma, Texas, remarked:

“While government plays a crucial role in economic development, the partnerships between public and private sectors truly drive progress. Thanks to SCIF’s efforts, industrial development is spreading throughout Starr County, including the western region.”

Mayor Escobar highlighted an upcoming multimillion-dollar retail development project in Roma, evidence of SCIF’s ongoing commitment to fostering growth. He expressed optimism for the future, saying, “The next 50 years hold even greater promise for Starr County.”

A special moment of the evening was the acknowledgment of SCIF’s board members, who have been instrumental in its success. Rose introduced the board, including Sam ValeLarry GonzalezBilly Canales, and others, and thanked them for their service and dedication. She noted that their efforts have made a lasting impact on Starr County’s economic landscape.

Rose also praised the collaboration of local, state, and federal representatives, including U.S. Senator John Cornyn and Congressman Henry Cuellar, whose messages of congratulations were read during the event. Senator Cornyn’s letter emphasized SCIF’s role as a “vital asset to the South Texas economy,” while Congressman Cuellar commended its contributions to the region’s prosperity.

Throughout the evening, Rose’s leadership was celebrated as a driving force behind SCIF’s achievements. Sam Vale, a founding member of SCIF and president of the Starr-Camargo Bridge Company, spoke highly of Rose’s contributions:

“Rose has been a shining star, leading the Foundation with vision and adaptability. Her efforts have ensured that Starr County not only grows but thrives. Her dedication has left a lasting legacy for our community.”

During the celebration, Vale reminded everyone that on November 7, 2022, a significant commitment in Rose’s honor was the “Rose First Starr Fund,” a $100,000 scholarship fund donated by the Starr-Camargo Bridge Company to South Texas College. This initiative aims to support students by removing financial barriers, further demonstrating the Foundation’s dedication to education and opportunity.

The evening also served as a moment for reflection on Starr County’s journey over the past five decades. Rose shared some remarkable statistics illustrating the community’s transformation:

  • Unemployment: Once at 50%, it has dropped to 8.2%, marking a significant improvement.
  • Educational Attainment: Thirty years ago, only 20% of residents pursued higher education; today, that figure exceeds 60%.
  • Child Poverty: Once over 60%, now 67% of children benefit from some form of higher education opportunity.

“These numbers are more than statistics,” Rose said. “They represent lives changed and futures secured. However, the work is far from over. It is our collective responsibility to keep striving for progress every day.”

As the evening concluded, Rose delivered heartfelt closing remarks:

“Fifty years ago, a group of visionaries came together to build something greater than themselves. Their sacrifices have shaped the Starr County we know today. But progress takes time, and the journey continues. Together, we will ensure that Starr County remains a place of opportunity—for us and generations to come.”

She added, “It has been an incredible journey, but the best is yet to come. Here’s to another 50 years of growth and success

The 50th Anniversary of the Starr County Industrial Foundation was more than a celebration—it was proof of the influence of vision, leadership, and collaboration. Under the guidance of Rose Benavidez and the dedicated board, SCIF has transformed Starr County and laid the foundation for a brighter future.

As attendees left the event inspired, one message was clear: the work of SCIF has only just begun. With continued commitment and collaboration, the next 50 years promise to be even more remarkable.
