WESLACO, Texas – The City of Weslaco has appointed Xavier Salinas as City Manager. Mr. Salinas brings more than 30 years of public sector leadership to the role, with extensive experience in municipal operations, public education, and organizational management. His career includes executive positions at Weslaco ISD and service as Superintendent of Hidalgo ISD, where he led districtwide academic, operational, and structural improvements.
Since returning to Weslaco in 2024 as Assistant City Manager, Mr. Salinas has contributed significantly to major initiatives, including infrastructure expansion, drainage and utility upgrades, public safety enhancements, economic development efforts, and increased transparency across city operations.
Appointed City Manager in November 2025, Mr. Salinas will continue to advance a high-performing organization focused on innovation, service excellence, and improving the quality of life for all Weslaco residents.
