After more than four years of leading the Texas Department of Insurance (TDI), Commissioner Cassie Brown will retire on Feb. 2, 2026. Appointed by Governor Greg Abbott, Brown oversees the regulation of the $293 billion Texas insurance market, the second largest in the nation.
Brown steered regulatory oversight of the market, which includes over 3,400 companies and licensing over 875,000 agents and adjusters. At the same time, she made sure Texans have options to find insurance coverage.
“Commissioner Brown’s more than 20 years in public service embody what it means to be a Texan,” said Governor Abbott. “Under her leadership at the Texas Department of Insurance, Texas maintained the second-largest insurance market in the nation and ensured the insurance market best served hardworking Texans. I thank her for her dedication to our state, and I wish her the best in her next chapter.”
Brown worked concurrently to make sure the Texas marketplace was competitive while also using proactive approaches and intervention strategies to protect consumers and minimize the risk and impact of company insolvencies.
During Brown’s tenure, she focused on educating consumers about insurance coverage, claim filing, and avoiding scams.
Knowing insurance touches the lives of nearly every Texan, Brown prioritized a fair, stable, and resilient insurance marketplace.
“I leave knowing that TDI can be counted on to protect consumers, maintain a competitive insurance market to provide consumers with a choice in the company they use and insurance products they purchase, and provide industry with a stable regulatory environment that welcomes new business and innovation to the state,” said Brown.
Under Brown’s leadership, she focused on saving consumers millions through rate reviews, resolving consumers’ complaints, and obtaining restitution for fraud victims. She also deployed TDI staff to disaster areas around the state, helping consumers in person with their insurance questions.
Before serving as TDI’s commissioner, Brown served as the commissioner of Workers’ Compensation, an appointment by Governor Abbott.
