BROWNSVILLE, Texas – Brownsville Interim City Attorney, Victor Flores, was elected to serve on the Board of Directors for the Texas City Attorneys Association (TCAA) during the association’s fall meeting in Houston, Texas on October 7, 2021. Mr. Flores is one of only two attorneys who have been appointed to the board from the Rio Grande Valley since the inception of the organization in 1928. Directors on the TCAA Board will attend numerous TCAA board meetings a year, and along with the rest of the board, will be responsible for setting policy and procedures for the organization, amongst other duties.
TCAA is an affiliate of the Texas Municipal League (TML), which promotes, encourages, and advances the professional development of municipal attorneys throughout the State of Texas. The organization represents 98 percent of the Texas urban population through its over 1,000 member cities.
TCAA currently has a membership of over 500 attorneys and continues to meet the needs, concerns, and problems of its members in a variety of ways, providing various services, such as continuing legal education, municipal certification, awards for outstanding municipal lawyers, and much more.
“Victor Flores’ longtime contributions to the study and practice of law at a municipal level, as well as this recent appointment to the TCAA Board of Directors reiterates his dedication to our organization’s vision and long-term goals,” said Brownsville City Manager Noel Bernal. “Being one of two attorneys from the Rio Grande Valley, since the association was founded, speaks volumes about Mr. Flores’ commitment to public service, his profession, and the City of Brownsville,” he added.
On being selected, Mr. Flores stated, “It’s a great honor and privilege to represent the City of Brownsville amongst many other incredible cities. I hope to share, with my fellow colleagues across Texas, all of the amazing things that are happening in our local community, from cutting edge technologies to aerospace developments.”
Since his appointment as Interim City Attorney in Brownsville, Mr. Flores has been practicing law, serving several communities, at various municipalities in Texas, including the cities of McAllen, Plano, and Denton. Additionally, Mr. Flores served in the United States Marine Corps as a Staff Sergeant for over six years.
Mr. Flores’ professional involvements include being a member of the State Bar College, and previously the Texas Bar Journal, Texas Young Lawyers Association, the Hidalgo County Bar Association, the State Bar of Texas – Government Law Section, amongst many others. He also recently received the Rising Advocate in Government Law Award from the State Bar of Texas in August 2021, which recognizes one Texas lawyer who is employed by a governmental entity for their outstanding contributions to carrying out governmental law practice, as well as for being exceptional public servants. Aside from this, he has received distinctions from the International Municipal Lawyers Association, the Texas City Attorney Association, the Texas Young Lawyers Association, and the Hidalgo County Bar Association, all of which highlight Mr. Flores’ contributions in the field of municipal law.
His educational accomplishments include a Bachelor of Arts in Political Science from the University of Texas Rio Grande Valley and a Juris Doctorate from Western Michigan University College Law School.
