School District Earns International Business Award for 9th Straight Year

The McAllen Independent School District Business Office has earned a prestigious international award for its comprehensive annual financial report for the ninth consecutive year.

This is the highest form of recognition in governmental accounting and financial reporting and its attainment represent a significant accomplishment by a government and its management.

“This is a testament to the outstanding work done by our Business Office,” McAllen ISD Superintendent J.A. Gonzalez, Ed. D. said. “They keep the district running smoothly while keeping a sharp eye on expenditures of the public’s dollar. Ultimately, their efforts benefit our community’s children.”

The Certificate has been awarded to McAllen ISD by Government Finance Officers Association of the United State and Canada (GFOA) for the district’s comprehensive annual financial report (CAFR).

The CAFR has been judged by an impartial panel to meet the high standards of the program, including going beyond the minimum requirements of generally accepted accounting principles to prepare a comprehensive annual financial report that evidence the spirit of transparency and full disclosure. The goal of the program is to ensure that users of our financial statements have the information they need to assess the financial health of the District. The award is for the most recent fiscal year which ended June 30, 2018.

Not only has the district earned this distinction for nine straight years but it has earned many other awards for its Business and Purchasing practices which exemplify the district’s effective management of the taxpayers’ dollars and transparency. This includes:

  • Earning the state’s highest mark by TEA’s School FIRST (Financial Integrity Rating System of Texas), 15 times in 16 years with a perfect score in the last eight years.
  • Earned the Meritorious Budget Award (MBA) – an international standard – for the submission of the 2017-18 and 2018-19 Annual Budget Book. The award comes from the Association of School Business Officials International (ASBO). In previous years, the district was awarded the Distinguished Budget Presentation Award from the Government Finance Officers Association (GFOA) for fiscal years 2016 and 2017.
  • Maintained a high credit rating from a major credit-rating service (Moody’s)
  • Earned Transparency Stars from Texas Comptroller of Public Accounts in Traditional Finances and Debt Obligations in 2016, 2017 and 2018.
  • Awarded Achievement of Excellence in Procurement (AEP) for six straight years from the National Procurement Institute, Inc. 
  • Government Finance Officers Association is a major professional association serving the needs of more than 20,000 appointed and elected local, state and provincial-level government officials and other finance practitioners. It provides top-quality publications, training programs, services and products designed to enhance the skills and performance of those responsible for government finance policy and management. The association is headquartered in Chicago with offices in Washington, D.C.
