COSTEP, the Council for South Texas Economic Progress, is preparing to showcase the Rio South Texas Region as a destination for investment at two high-profile business forums in Mexico this August. According to CEO Adam Gonzalez, “We will be meeting and presenting to manufacturing business owners—about 50 in each event—to promote the Rio South Texas Region.”
The first event, Let’s Do Business in Texas – Querétaro, will take place on Tuesday, August 20, 2025, from 8:30 AM to 11:00 AM at the Club de Industriales de Querétaro, located at Av. Estadio No. 113, Colinas del Cimatario. The second, Let’s Do Business in Texas – Monterrey, is scheduled for Thursday, August 21, 2025, at the Grand Fiesta Americana Hotel, Industrial Rooms 1 and 2, in Monterrey, Nuevo León. The Rio South Texas Region organizes both forums and offers limited seating.
“These business forums are part of our strategy to directly engage with Mexican industry leaders, particularly those in manufacturing,” Gonzalez told Texas Border Business. The events will feature a program of networking sessions, business roundtables, and conferences designed to encourage bilateral business connections.
Gonzalez explained that “our program will have several presenters,” each offering unique insights into the benefits of investing in South Texas. “COSTEP will present the regional assets and potential incentives the state and the communities have at their disposal.” This includes infrastructure, labor force availability, and logistics advantages throughout the region.
In addition to highlighting regional strengths, the program will provide valuable guidance on regulatory and immigration considerations. “We will also have speakers discussing the permits required and immigration procedures,” Gonzalez added. These sessions are tailored to provide prospective investors with practical knowledge on establishing or expanding operations across the border.
Economic development organizations (EDOs) are also being invited to join the delegation. “We will be inviting EDOs to accompany the delegation to make connections,” said Gonzalez, emphasizing the importance of creating personal and institutional networks that can support long-term investment and collaboration.

The events are part of an ongoing effort by COSTEP and its partners to attract foreign investment and build cross-border relationships. As Gonzalez put it, “Our goal is to position Rio South Texas not just as a viable option—but as the preferred destination for international expansion.”
