Harlingen, Texas – The City of Harlingen officially announced the return of one of its most beloved cultural celebrations, Rio Fest, during a press conference held on August 7, 2025. Scheduled for Friday, September 26, and Saturday, September 27, this year’s festival promises an unforgettable experience celebrating local heritage, music, and unity.
Leading the announcement was Mayor Norma Sepulveda, who delivered an enthusiastic and heartfelt message that captured the spirit of the event and its importance to the community.

“Rio Fest isn’t just a festival. It’s a showcase of our city’s vibrant culture and the amazing talent that makes our community so special,” Sepulveda said. “This takes lots and lots and lots of planning, so we thank each and every one of you for everything that you do for the City of Harlingen.”
The mayor, a lifelong Harlingen resident, highlighted the unique legacy of Rio Fest, which first began in the late 1980s as a celebration of the Rio Grande Valley’s heritage, music, and art. After a break, the festival has been revitalized in recent years and has once again become a key part of Harlingen’s cultural calendar.
Sepulveda proudly revealed this year’s musical lineup, which spans two days and features both local and regional acts. “Kicking things off on Friday, September 26th, we’re excited to welcome the Emilio Navaira Tribute Band featuring his sons for a heartfelt performance honoring a Tejano legend,” she announced. “Then, headlining Friday night, we’re proud to welcome back a crowd favorite, Grupo Signo. We know they’re going to bring their signature high energy to the Rio Fest stage.”

On Saturday, September 27th, the festivities continue with daytime performances by students from Harlingen Consolidated Independent School District (HCISD), followed by regional musicians who embody the sound and spirit of South Texas. “These artists are the heartbeat of Rio Fest, and we are grateful for their passion and creativity,” Sepulveda said.
Saturday evening will feature performances by the Lainey Wilson Tribute Band and Morgan Wallen Tribute Band, leading up to the festival’s highly anticipated finale. “It is my distinct pleasure to announce that closing on Saturday night will be none other than the Randy Rogers Band,” Sepulveda shared, prompting excitement among attendees.

In addition to music, Rio Fest 2025 will offer a wide array of family-friendly activities, cultural exhibits, and culinary experiences. Attendees can explore interactive art installations, enjoy regional cuisine, and watch traditional folklórico dancing that celebrates the community’s rich heritage.
Mayor Sepulveda’s clear vision and leadership took center stage. She also extended gratitude to those working behind the scenes, including City Manager Gabriel Gonzalez, Assistant City Managers Josh Ramirez and Oscar Garcia, and the Harlingen City Commissioners.
Tickets for Rio Fest 2025 are now available at harlingenriofest.com. Prices are $7 for a one-day pass and $10 for a two-day pass. Children 13 and under are admitted free of charge.
