Edinburg, Texas – Earlier today, outside of the Hidalgo County Commissioners’ Court surrounded by family and supporters, former McAllen Mayor and City Commissioner Richard Cortez announced that he would be seeking the Democratic nomination for Hidalgo County Judge in the March 2018 primary election.
During his speech, Cortez acknowledged the outstanding leadership of Hidalgo County Judge Ramon Garcia and his commitment to the community. He stated that upon hearing Judge Garcia would not be seeking another term, “I felt a strong calling to serve and compelled to continue the standard of excellence at which you have elevated our county,” said Cortez. “I want to continue making Hidalgo County’s issues and needs known among our state and federal government, and to work to attract the attention and the funding that our community deserves.” He further stated the need to continue the momentum and direction Judge Garcia has positively moved the county towards.
Cortez has a long history of public service, most recently as McAllen City Commissioner, and previously as two-term Mayor of McAllen (2005-2013). Under his leadership, the city created significant assets and accumulated substantial economic reserves. The $53 million McAllen Convention Center was constructed with no borrowed funds. The Anzalduas International Bridge was constructed, various city parks were built or improved, the McAllen Miller International Airport was expanded, an Arts District and an Entertainment District were created, a Historical Preservation Ordinance was enacted, a Youth Advisory Council was formed, various programs to benefit youth and senior citizens were established, and the city launched their “Going Green” initiative. His biggest accomplishments as Mayor included raising the city’s fund balance to over $225 million, all while not increasing the tax rate.
His extensive background as a Certified Public Accountant and a Certified Valuation Analyst have played a critical role in his fiduciary oversight and knowledge of fund/budget management which have allowed him to be mindful of budgets of all sizes and within regional, state, and international companies and municipalities. In 1998, Richard combined his practice with a regional firm, and the new firm was named Burton McCumber and Cortez, L.L.P. This firm is a full-service public accounting firm providing attest services for publicly traded companies, financial institutions, governmental entities and private companies. The firm provides services to the maquiladora industry in Mexico. Cortez has retired as a partner but continues to head the forensic consulting services department for the firm. He has been involved in hundreds of cases in federal, state and bankruptcy courts. Cortez has been appointed receiver, special auditor, accountant, and business valuator by various state district courts.
“My financial background and experience combined with my years of public service as Mayor and Commissioner of the City of McAllen uniquely qualify me to be able to responsibly manage our county budget and improve service delivery to our constituents, without raising property taxes,” Cortez stated. “I have the financial experience, I have the professional background, and I have sufficient time to devote to the citizens of Hidalgo County as Judge. I look forward to working on earning your support as our campaign progresses over the next few months, and most importantly, I look forward to serving the community as your next Hidalgo County Judge.”
Cortez was born in Mercedes, Texas but grew up in nearby Weslaco and has lived in McAllen for more than 33 years. He was married to the late Elva (Longoria), his wife of 47 years, and together they had four children and eleven grandchildren.
