WASHINGTON, DC – Congresswoman Monica De La Cruz (TX-15) issued the following statement following the recent signing of Minute No. 331 by the International Boundary and Water Commission (IBWC) between the United States and Mexico, aimed at enhancing the reliability and predictability of Rio Grande water deliveries:
“I am encouraged by the active dialogue between Mexico and the International Boundary and Water Commission, which has resulted in the negotiation of new tools to improve Rio Grande water deliveries under the recently signed Minute No. 331. However, while these conversations are important, more action is needed from the State Department to secure immediate water deliveries that Mexico owes the United States. The agricultural community in South Texas continues to face severe financial hardships due to Mexico’s ongoing failure to meet its water delivery obligations, impacting the livelihoods of countless families.
I look forward to working with the next U.S. Secretary of State and engaging with President-Elect Donald Trump’s new administration. Together, we must strive for strong, enforceable measures to provide the reliable water supply our farmers, ranchers, and communities need to thrive.”
Minute No. 331, adopted by the IBWC, highlights the establishment of new work groups and measures aimed at enhancing water conservation and the efficiency of deliveries from Mexican tributaries to the United States. Congresswoman De La Cruz remains committed to pursuing further actions to support sustainable and fair water distribution that upholds treaty obligations.
