In one of the first orders of business of the Region One ESC Board of Directors meeting on June 19, 2018, re-elected and appointed Board Members took their Oath of Office. Re-elected Board Member, Raul R. Chapa, (Place 7-Willacy), and newly elected Board Members, Sonia A. Falcon (Place 4-Hidalgo County) and Roberto Moroles appointed Charter Schools Representative, were sworn in by Region One ESC attorney, Mr. Jose Guerrero. Re-elected Board Member, Alicia E. Requenez (Place 1-Hidalgo County) was absent. 

Chapa ran unopposed for his seat on the Board which he has held since 2012. A newcomer to the Board of Directors, Ms. Sonia A. Falcon defeated her incumbent challenger, Pete Garcia. Joining the Board of Directors, Roberto Moroles will serve as the Charter School Representative, a seat appointed by the Texas Commissioner of Education. The Charter School Representative seat was previously held by Rey Hernandez who did not seek reappointment. 

Region One ESC Board of Directors are elected by the board members of the 37 public school districts in Region One. Each public school district board member is allowed one vote except for the 21-member board of South Texas ISD which is allowed 7 votes (Region One Board Policy BBB (LOCAL)).

Region One ESC Board Members serve for three-year terms. 

Immediately following the swearing-in ceremony, the Region One Education Service Center Board of Directors reorganized its officers for the 2018-2019 school year. Region One ESC Board policy mandates that the Board of Directors re-organize the slate of executive officers following the canvassing of votes in April. 

Ricardo Gutierrez (Place 2-Jim Hogg, Starr, and Zapata Counties) was elected to serve as Chairperson for the 2018-2019 year. Ruben Cortez, Jr. (Place 5-Cameron County) will serve as Vice-Chairperson and Raul R. Chapa (Place 7-Willacy County) will serve as Secretary. Gutierrez has served on the Region One Board since 2010. Ruben Cortez, Jr. was first elected to the Board in 2011, and Raul R. Chapa was elected to the Board in 2012.
