Pharr, Texas – March 26, 2025- Despite heavy rain, Joaquín Spamer, President and CEO of CiL Capital Solutions, celebrated progress on the construction of Queenstown Park. Guests remained present and joined Spamer in commemorating this important milestone.

Joaquín Spamer marked the beginning of construction for Queenstown Park, a significant new development in the City of Pharr. Standing under steady rain, Spamer kept the atmosphere lighthearted and grateful. “Let’s hurry, or we’ll get soaked! Today, I want to say thank you. Efraín, first of all — we’ve got around 20 umbrellas, and my team in blue shirts will walk you to your cars so you don’t get wet. Hopefully, you stay dry — but hey, rain is a blessing. I wish it rained like this every day!”

Spamer, also involved in the cotton industry, connected the rain to broader agricultural needs. “I’m in cotton farming. The biggest challenge for farmers in this area is the lack of water. So even if the rain is a little inconvenient today — it’s a good thing it’s raining!”

Originally, attendees were meant to witness a live demonstration of the building’s structural assembly. “We wanted people to experience what it’s like to raise a building — to see a wall lifted into the air. Unfortunately, the rain got in the way. But thank you all for coming anyway.”

Addressing the impact of the development, Spamer emphasized the importance of private-sector leadership in regional progress. “The prosperity of this region depends on us — the entrepreneurs. The community supported by EDC needs business leaders to take risks and make investments that help everyone move forward. It’s not enough to have talented people in Pharr — like Víctor, Janie, and Lilvette — if we don’t have businesspeople ready to act.”

He also shared details on the scale and commitment behind the project. “This warehouse — once we complete the refrigerated area — will represent a $24 million investment. That’s no small thing. It takes a lot of risk, but we’re making it happen with the city’s support. In about five months, we’ll hold the ribbon-cutting ceremony.”

Spamer closed the celebration with a message of unity and resilience. “Today we’re all taking risks — Majestic across the street, Juan Carlos, Gilda, Carlos, Phil Dyer and myself. You’ve got large, medium-sized, and smaller developers like me — but we’re all working toward the same goal. This is a blessing. Thanks again for being here. Even if we all got wet, we’ll never forget this day!”

Located strategically between Veterans Boulevard and Las Milpas Road, the 142,600-square-foot Queenstown Park is designed to optimize cross-border trade and logistics. Once completed, this state-of-the-art facility will feature 69 dock doors for efficient loading and unloading operations, two service ramps to enhance operational flexibility, insulated roofs for superior energy efficiency, direct access to the Pharr International Bridge to facilitate binational trade, and immediate connectivity to Loop 365 for enhanced regional transportation.

The project has been steadily evolving. The land, chosen for its strategic proximity to the Pharr International Bridge, offers the scale needed for an industrial development of this magnitude. On July 18, 2022, Spamer celebrated the groundbreaking ceremony for Queenstown Park.

By January 13, 2024, CiL Capital announced a significant milestone: the successful completion of the concrete foundation. “In the early morning hours, workers completed pouring the concrete foundation for the project,” the company shared, “marking a crucial step forward in its construction.” The moment symbolized the transformation and economic momentum the project is expected to bring to the region.
