Pharr, Texas, is transforming remarkably, solidifying its position as a regional leader in innovation, economic development, and community wellness. At the 2025 State of the City address, Mayor Dr. Ambrosio Hernandez highlighted the city’s achievements and outlined an ambitious vision for the future. Pharr is setting a standard of excellence and redefining what it means to be a forward-thinking, community-focused city.
Mayor Dr. Ambrosio Hernandez emphasized the transformative nature of Pharr’s journey. “For us here in Pharr, transformation means reshaping our city, creating opportunities, and improving lives,” he stated. “Through adaptability, flexibility, and a focus on long-term success, we are building a future where families thrive, individuals are empowered, and our community shines as a model for others to follow.”
This transformation is evident in Pharr’s innovative approach to governance, which includes investments in technology, healthcare, and international trade through its Pharr Economic Corp. These advancements have elevated the city’s profile, attracted global businesses, and strengthened community ties.
Economic Development: A New Era for Pharr
Pharr’s robust economic development strategy is anchored by its international bridge, which facilitates trade with Mexico and over 90 other countries. The bridge’s ongoing expansion, supported by a $20 million state grant, is expected to double its capacity by 2025.
Commenting on the city’s economic growth, Mr. Robert C. Vackar, Chairman of the Board and Chief Performance Officer, said, “What a phenomenal job the city of Pharr has done! When you see the growth at the bridge, the facilities, and everything happening there, it’s just incredible. The city of Pharr, its people, and its leadership are in such a strong position. The growth is impressive and will continue for years to come.”
The economic momentum has also attracted significant private investments. Mr. Vackar elaborated on the decision to bring a new BMW dealership to Pharr: “Because we looked at the economic growth in Pharr, the changes happening, and the progressive city government. It was clear this was a great opportunity. We had no presence in Pharr then, so we thought, ‘Let’s put our next dealership here.’ We already owned property in the area, so it made perfect sense to make that decision.”
Pharr’s success is also a reflection of its exceptional leadership. Mrs. Janet Ogden Vackar, Co-Chairwoman and President of Marketing for the largest family-owned dealership group in the Rio Grande Valley, praised Mayor Hernandez: “What an excellent mayor and role model for everyone in the city of Pharr! We are so proud of Mayor Ambrosio Hernandez and all he has accomplished during his time in office. It’s truly exciting to hear him speak about his upcoming plans! Bob and I are confident we made the right decision to build our new BMW dealership in Pharr. In my opinion, the great city of Pharr, led by a great mayor, is making incredible things happen for people of all ages!”
Mayor Dr. Hernandez said that Pharr is a leader in technology. Initiatives like Pharr Connect, a broadband network that has connected over 11,000 households, make it one of the most connected cities in the region. The city’s Digital Navigator Program, supported by a $3.2 million grant, is bridging the digital divide by providing residents with laptops, internet access, and digital literacy training.
“Advanced technology is also transforming emergency response services. The Video to 911 program allows dispatchers to access live video from emergencies. At the same time, new EMS equipment, such as sonograms and blood transfusion capabilities, ensures state-of-the-art care for residents,” Mayor Dr. Hernandez said.
One of the major announcements at the end of 2024 involves the development of a 200-bed Behavioral Health Hospital in partnership with DHR Health, alongside the expansion of emergency healthcare services. This exemplifies Pharr’s commitment to community wellness. Furthermore, Pharr’s nonprofit support program has funded three local nonprofits to promote education, health, and cultural initiatives through the Polo Palacios Service Award.
The city also prioritizes sustainability through its Schoolyard Forests Program, which received $3 million to enhance green spaces and increase tree canopy coverage by 30%.
Pharr’s cultural vibrancy is showcased through its free community events, including the Avocado Festival, which attracted over 20,000 attendees, and the “Night Under the Stars” concert series. These events highlight the city’s commitment to celebrating its unique heritage and fostering community engagement.
As Mayor Dr. Hernandez concluded his address, he reflected on Pharr’s transformation: “Just a few years ago, Pharr was a city with potential, but today, we are a city of realized promise. Through our collective efforts, we are creating a community where people can thrive, dream, and succeed.”
