Nolana Avenue Traffic Expected to Rise From 25,000 to 30,000 Vehicles a Day as McAllen Plans Roadway Expansion

City and TxDOT invite public input on widening project between Ware Road and 23rd Street

Texas Border Business

The City of McAllen, working in cooperation with the Texas Department of Transportation, is asking residents to review and comment on proposed improvements to Nolana Avenue between FM 2220, also known as Ware Road, and FM 1926, known as 23rd Street.

According to the project notice, “the purpose of the public meeting is to gather public input on the proposed improvements to Nolana Avenue, and to allow the public the opportunity to view project-related information and provide comments on the proposed improvements.” Officials state that the content of the presentation will be the same for both the virtual and in-person meetings.

Nolana Avenue currently carries about 25,000 vehicles per day. Traffic volumes are projected to increase to approximately 30,000 cars per day within the next five years, a trend officials cite as a key reason for the planned expansion.

The proposed project would widen the existing roadway by 14.5 feet on each side, creating what planners describe as “an ultimate 91-foot-wide face-to-face urban facility.” The design includes six 12-foot-wide travel lanes, a 14-foot-wide concrete raised median, a six-foot-wide sidewalk on the south side, and a 10-foot-wide shared-use path on the north side. All improvements would be built within the existing 120-foot-wide right-of-way.

Project documents state that the improvements would extend for one mile and that “no new ROW or easements are required.” The roadway segment lies entirely within the City of McAllen in Hidalgo County.

Public participation will be offered through both virtual and in-person options. The virtual public meeting will run from Wednesday, Dec. 17, 2025, through Friday, Jan. 2, 2026. According to the notice, it will consist of “a pre-recorded video presentation” with audio and visual components, available online beginning at 5 p.m. on Dec. 17 and remaining accessible for at least 15 days.

An in-person meeting is scheduled for Thursday, Dec. 18, 2025, from 5 p.m. to 7 p.m. at the McAllen Public Library, Meeting Rooms A and B, at 4001 N. 23rd Street. In-person attendees will be able to “view the same presentation delivered in the online public meeting,” review printed project materials, ask questions of TxDOT staff or consultants, and submit written comments.

City officials say accessibility accommodations will be provided. “The open house will be in English and Spanish,” the notice states. Requests for interpreters, communication accommodations, or disability assistance must be made by contacting the City of McAllen Director of Engineering by 4 p.m. on Friday, Dec. 12, 2025.

Comments may be submitted online, by mail, or by email. All comments must be received or postmarked by Friday, Jan. 2, 2026, to be included in the official public meeting record. The city notes that “responses to comments received will be available on this webpage once they are available.”

The project notice also states that environmental review and related actions are being conducted by TxDOT “pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated July 17, 2025, and executed by FHWA and TxDOT.”
