EDINBURG, Texas – In a heartwarming, private ceremony, held on Tuesday, Hidalgo County Precinct 4 handed over the keys to a brand-new home to Irma Reyes, a Precinct 4 resident. This occasion is the ongoing efforts to revitalize our community through the Hidalgo County Urban County (UCP) Program’s Homeowner-Occupied Rehabilitation Program (Rehab).

“This initiative aims to enhance housing conditions, strengthen neighborhoods, and provide safe and comfortable homes for residents,” said Commissioner Ellie Torres. “It is programs like these that are crucial to our residents and it is important that residents apply to obtain the assistance available to them.”

The Hidalgo County Urban County Program recently completed reconstruction assistance in the demolition of the existing house and the reconstruction of a new house.  Homeowner-Occupied Rehabilitation Program (Rehab) is a service that provides rehabilitation assistance to eligible homeowners of low and moderate income that live in the rural areas of the county. The program aims to implement rehabilitation to stop the deterioration of substandard homes.

This program allows the UCP to work in partnership with qualified homeowners and contractors not only to maintain an existing house in healthy safe living conditions but to conform to other applicable laws, codes and ordinances. Urban County Program Director, Steven de la Garza said, “the goal of the Hidalgo County’s Owner-Occupied Rehabilitation (Rehab) Program is to support local residents in maintaining housing that is both enduring and conducive to their well-being and safety.”

The program is funded through the U.S. Department of Housing and Urban Development in the form of the HOME Investment Partnership grant. The services are provided to residents on a first-come first-serve basis and the waitlist can extend up to 7 years.
