EDINBURG, Texas – Hidalgo County Commissioner Precinct 4 Ellie Torres, in collaboration with Hidalgo County Drainage District No. 1 (HCDD1) has announced the approval of $5.5 million in federal funding following the passage of the 2026 Consolidated Appropriations Act. The funding will support critical infrastructure improvements and expansion of the West Main Drain in Hidalgo County.
Recently, Congresswoman Monica De La Cruz (TX-15) released a statement following her vote to pass the Senate Amendment to H.R. 7148, the Consolidated Appropriations Act, 2026, highlighting the investment’s impact on South Texas.

“My vote brings home wins for South Texas. I am proud to invest over $13 million for transportation and critical infrastructure in our communities,” said Congresswoman De La Cruz.
The West Main Drain project will expand approximately 4.45 miles, beginning near the intersection of State Highway 107 and Ware Road in McAllen, and continuing to the connection point with the North Main Drain near the intersection of McColl Rd. and Schunior Rd. in Edinburg.
The allocated funding will fully cover construction costs associated with the project. Additional cost savings will be realized as engineering design services will be completed in-house by HCDD1, and 100% of the right-of-way is already owned by HCDD1, ensuring no impact to local residents or private property.
“We are very grateful to Congresswoman De La Cruz for her support and dedication in securing funding for this vital project,” said Commissioner Ellie Torres. “Improvements to the West Main Drain will provide meaningful flood protection for Hidalgo County residents while safeguarding roads, utilities, and economic activity in a flood-prone area.”
