In a historic move, the McAllen City Commission unanimously approved the Unified Development Code (UDC) last night, taking a significant step toward realizing McAllen’s vision for a resilient, innovative, and pedestrian-friendly community.
The UDC unifies McAllen’s development ordinances—including subdivision regulations, zoning, landscaping, and signage—into a single, streamlined document. This initiative simplifies the development process, making it more accessible for residents, businesses, and developers.
“This is a pivotal moment for McAllen,” said Mayor Javier Villalobos. “The Unified Development Code is not just a document—it’s a blueprint for progress. By streamlining processes and embracing smart planning, we are building a city that is not only easier to navigate but also poised for sustainable growth and innovation.”
Inspired by the award-winning Envision McAllen Comprehensive Plan, adopted last May, the UDC incorporates modern updates such as: |

Additionally, the UDC grants staff greater discretion in managing development projects, reducing reliance on variances and expediting approvals.
