As a prominent figure in DHR Health where he works, his interactions span a diverse range of social sectors, from local community events to the corridors of the Texas Capitol. His commitment to civic engagement and leadership has significantly benefited the community, marking him as a dedicated advocate for various local, regional, and state organizations.
Lizcano’s journey is the measure of how-to maximizing life’s potential. His impressive record spans service on at least 12 boards, committees, and associations within the Rio Grande Valley. Recognized for his leadership and firm dedication, Texas Governor Greg Abbott appointed him as Texas Commissioner for the Texas Commission of Law Enforcement. This role acknowledges his support and dedication to local, county, and state law enforcement agencies.
At the Edinburg Chamber of Commerce, Lizcano’s leadership has been instrumental. As President of the Board of Directors, he has driven the Chamber to a year filled with successful events, innovative programs like the Junior Ambassador Program, and enhanced partnerships with the City of Edinburg and the Edinburg Economic Development Corporation. Under his guidance, the Chamber was honored as the Favorite Chamber of the Area for 2023.
Lizcano’s role as Chairman of the Board for the Greater Pharr Chamber of Commerce has been crucial. For seven years, he has steered the Chamber’s growth, fostering collaboration with the City of Pharr and Pharr EDC, thus promoting business development and job creation. His involvement has spanned from groundbreaking ceremonies to ribbon cuttings, all aimed at enhancing the City of Pharr and the region. His additional roles include Vice-President of the Pharr Economic Development, President of the Pharr Housing Authority, Board Member of the Pharr Parks and Recreation Department, and Civil Service Commissioner for the City of Pharr.
At DHR Health, Lizcano’s leadership extends to health education and awareness in the Rio Grande Valley. He plays a key role in drafting and presenting proclamations in Edinburg and surrounding areas. Furthermore, he inspires future health professionals as a guest speaker at local schools, offering guidance and motivation. His efforts also encompass planning events that support local non-profits and agencies.
An effective statesman, Lizcano is known for his humility, often attributing his successes to others and celebrating their achievements. His leadership has earned him a place in the Rio Grande Valley Walk of Fame at the celebrated “BorderFest” in Hidalgo and the title of “Edinburg Man of the Year”. His contributions have been recognized by prominent figures like Texas State Rep. Terry Canales, who nominated him for the DHR Hero Award, and U.S. Congressmen Henry Cuellar, Vicente González, and Filemón Vela, who have honored him with Congressional Certificates of Recognition.
