The McAllen Police Department continues its Homicide investigation on the 800 block of North Ware Road, McAllen,Texas, the shooting death of 61 year-old Eddy Betancourt on December 27, 2025.
McAllen Police Investigators have located evidentiary images of homicide suspect, Reynaldo Mata-Rios, crossing through a U.S./Mexico Port of Entry in a red truck. Images are recorded and dated on December 28, 2025. Investigators have identified the driver of the red truck as Leonel Perez Delgado.
McAllen Police Investigators believe Leonel Perez Delgado did intend to hinder the arrest, harbor, or conceal Reynaldo Mata-Riosby driving him out of the country. A Magistrate in the McAllen Municipal Court determined there was probable cause to issue a warrant for the arrest of Leonel Perez Delgado for Hindering Apprehension or Prosecution, a Third Degree Felony.

- 5’ 08” in height
- 225 lbs in weight
- Grey hair
- Brown eyes
- Last known address in Pharr, Texas
This investigation remains ongoing. The McAllen Police Department continues to combine its efforts with local, state and federal agencies to further resolve this crime and secure the arrest of the person(s) involved.
