EDINBURG, Texas — Hidalgo County Precinct 4 kicked off one of twelve stormwater management improvements to be developed within Precinct 4. Today, Commissioner Ellie Torres broke ground with the Terry Road Stormwater Management Project.

The ceremony marked the start of the County’s goal of reducing flooding by making investments in Hidalgo County stormwater management systems. The project is funded by the County’s State and Local Fiscal Recovery Funds (SLFRF) program allocation. The SLFRF program, a part of the American Rescue Plan Act (ARPA), provides state and local governments across the nation with federal relief funds to support an equitable, efficient and effective economic recovery from the COVID-19 public health emergency.

Long-standing flooding issues along Terry Road, specifically from Rogers Road to the North Branch Drain, will be addressed by adding a new storm sewer pipe network and drain inlets, which collect water and convey it to the underground stormwater management system. The project also includes ditch reconstruction and widening for the North Main Drain, which serves as the ultimate outfall drain for this project. The Terry Road Stormwater Management Project is scheduled to be completed by December 2022. The project was designed and engineered by the Hidalgo County Drainage District NO 1 and is under construction by the 5125 Company. The project comes at a cost of $2,341,557.34 with no additional cost to the taxpayer.

Hidalgo County Precinct 4 advises the community to be patient and use caution when traveling through the area while construction is on-going. “I anticipate transformational flooding improvements coming to the area that will help mitigate long standing issues this area has faced during significant or disastrous rain events,” stated Commissioner Ellie Torres.

The improvements to Terry Road’s stormwater management system are a part of the Hidalgo County ARPA Program’s mission to address flooding and water inequities. For more information about the County’s ARPA Program, visit hidalgocountyarpa.com.
