HIDALGO, Texas – The National Latinx Psychological Association (NLPA) recently honored Judge Richard F. Cortez with the National Latino Presidential Citation during the Pre-Summit Bienvenida for the 2025 NLPA Summit. The event will took place on Thursday, October 16, 2025, at the historic Hidalgo Pump House in the city of Hidalgo.

Judge Cortez was recognized for his visionary leadership and unwavering dedication to mental health advocacy in the Rio Grande Valley. Since taking office in January 2019, he has worked to dismantle the stigma around mental health, expand access to care, and amplify mental wellness across Hidalgo County.

Shortly after assuming office, Judge Cortez founded the Hidalgo County Mental Health Coalition (HCMHC), a cross-sector collaboration aimed at increasing awareness and aligning services. Through his dedicated advocacy and community engagement, Judge Cortez has played a key role in reducing the stigma surrounding mental health in the area, fostering a more open and supportive environment for individuals seeking help. His efforts include the launch of the Resource Guide for Mental Wellness, now available in both English and Spanish, with over 5,000 copies distributed annually.

“Mental health affects every family, every school, and every neighborhood in our county,” said Judge Cortez. “This recognition is not just for me, it’s for every person in our community who has worked tirelessly to remove the stigma, speak up, and make mental wellness a priority. I am honored to accept this award on behalf of Hidalgo County.”
