Texas Border Business learned that the City of McAllen promoted Juan Olaguibel to Assistant City Manager. In this new role, Olaguibel will continue serving as Superintendent of Bridges while also managing the City’s EB-5 and foreign investor programs, international relations, intergovernmental relations, and special projects.

Olaguibel brings a wealth of experience and a dynamic vision to his expanded responsibilities. As Superintendent of Bridges, a role he has held under the appointment of the McAllen-Hidalgo and Anzalduas International Bridge Boards, Olaguibel has overseen game-changing projects that have significantly enhanced bridge operations. With over two decades of expertise in bridge management and 12 years in the banking sector, his career trajectory showcases a proven record of leadership, operational efficiency, and fiscal management.
Born in Mexico City, Olaguibel began his career as a bank manager at Wells Fargo before joining the City of McAllen. His tenure as Interim Director of the McAllen Bridge System demonstrated his aptitude for innovation and strategic planning, ultimately leading to his appointment as Superintendent of Bridges.
Olaguibel has been instrumental in elevating the McAllen Bridge System as a vital connector between the United States and Mexico. His efforts have included:
- Implementing cost-saving policies and cash control procedures that streamlined operations and improved financial oversight.
- Negotiating a $31 million real estate agreement with the federal government, which will generate significant revenue for the McAllen-Hidalgo International Bridge.
- Leading facility upgrades and the planned expansion of pedestrian inspection booths at the McAllen-Hidalgo International Bridge.
- Advocating for operational changes at the Anzalduas International Bridge, including modifications to southbound empty truck schedules and more.
Broadening McAllen’s International Presence
In his new role as Assistant City Manager, Olaguibel will leverage his experience to oversee critical programs that impact McAllen’s international engagement. He will manage foreign investment initiatives and bolster international and intergovernmental relations.
