BROWNSVILLE, Texas – The Greater Brownsville Incentives Corporation (GBIC) has hired Griselda Y. Munoz, MBA, as Assistant Director of Business Recruitment. In this role, she will lead attraction of new industry, expanding the network of site selectors, and spearheading strategic initiatives for the organization.
Munoz joins GBIC with extensive experience in human resources and operations, particularly in the manufacturing sector. Most recently, she served as Senior Human Resources Manager for the Southwest Value Stream at Creative Liquid Coatings, a leader in thermoplastic solutions for the North American Commercial Truck and Bus market. She was responsible for leading HR efforts across facilities in Brownsville and Grand Prairie, Texas.
With a career rooted in the automotive and heavy truck industries, Munoz brings a strong understanding of industrial workforce needs and a proven track record in employee retention, HR strategy, and operational efficiency. Her expertise in workforce development and stakeholder engagement makes her uniquely equipped to help GBIC grow Brownsville’s industrial base.

Born in Brownsville and raised in Matamoros, Tamaulipas, Mexico, Munoz returned to Brownsville for her college education and has since made the city her home. She holds a Master’s degree in Business Administration from the University of Texas at Rio Grande Valley and is an active community leader, serving on several boards and advisory committees including the Brownsville Chamber of Commerce, South Texas Manufacturing Association, and Brownsville Children’s Museum.
Her passion for education, workforce development, and economic progress aligns seamlessly with GBIC’s vision of transforming Brownsville into a hub for advanced manufacturing and industrial growth.
