GBIC Announces Gilberto Salinas as New Executive Director & CEO

BROWNSVILLE, Texas – The Greater Brownsville Incentives Corporation (GBIC) is pleased to announce that Gilberto Salinas has been appointed as the new Executive Director and CEO. A familiar face to many, Salinas is returning to Brownsville, where he previously led economic development efforts that transformed the region, including the creation of GBIC and the recruitment of Space Exploration Technologies (SpaceX) to Boca Chica. His first day in the role will be Monday, October 14, 2024.

With over 18 years of experience in economic development, Salinas brings a wealth of knowledge and a proven track record of success. Prior to his return, he served as the Executive Director of the Kerr Economic Development Corporation in Kerrville, Texas, and co-founded the Rebel School of Economic Development—a unique mastermind series combining leadership coaching, entrepreneur-led training, and economic development mentoring. His dedication to driving growth and innovation has earned him accolades, including being named one of North America’s Top 50 Economic Developers in 2021.  

“We are excited to welcome Gilberto back to Brownsville, where he made a tremendous impact in his previous role,” said Chairman Ankjaer Jensen, GBIC Board Chair. “His leadership, vision, and passion for our community will be instrumental as we continue our efforts to make Brownsville a hub for economic growth and innovation.”

During his prior tenure, Salinas created the Greater Brownsville Incentives Corporation from the ground up and played a critical role in attracting SpaceX to establish what is now the iconic Starbase Spaceport. His vast experience also includes an appointment by Governor Greg Abbott to the Aerospace & Aviation Advisory Committee, and most recently, serving as Chairman of the Texas Education Agency oversight committee on charter education.

“I am honored to return to Brownsville—a place I consider home—and to once again work alongside the community in advancing the mission of GBIC,” said Gilberto Salinas, appointed Executive Director and CEO. “Brownsville is uniquely positioned to be a leader in economic development, and I am eager to build on the progress we have made and explore new opportunities for growth and collaboration.”

Salinas earned a Bachelor of Journalism from the University of Texas at Austin and a Master of Arts in Communication from the University of Texas–Pan American at Edinburg.  As he returns to Brownsville, Salinas is ready to lead GBIC toward new heights of success, fostering a community that thrives on innovation, opportunity, and a shared vision for a prosperous future.
