In a thought-provoking conversation on The Joe Rogan Experience, Elon Musk made a shocking revelation about the U.S. government’s payment system, highlighting a staggering lack of accountability that could be costing taxpayers upwards of $100 billion annually.
“Blank Checks” Flowing Through Government Systems
Musk, who now leads DOGE (Digital Oversight and Government Efficiency), described a troubling discovery regarding PAM (Payment Automation Manager), the main computer payment system responsible for handling approximately $5 trillion per year—equivalent to $1 billion per hour.
“When we came in, we saw that payments had no categorization code or description,” Musk explained. “Essentially, these were untraceable blank checks. If a public company did this, it would be delisted from the stock exchange, and the executives would be thrown in prison. But in government? It’s just another day at the office.”
Musk disclosed that his team recommended a radical change to the system: making payment categorization codes mandatory and requiring at least some level of explanation for each transaction. “ANY explanation,” he emphasized. “Because right now, there’s nothing.”
According to Musk, these changes are already being implemented by the Treasury and the Federal Reserve, a move that could save roughly $100 billion per year.
Where Was the Money Going?
Joe Rogan, stunned by the revelation, asked the burning question: “Where was that money going?”
Musk’s response was both damning and illuminating:

“This is where you get into the grey area between waste and fraud. If the government sends money to a person or organization that didn’t deserve it, but the system allowed it, is that waste? Or is it fraud?”
He described a scenario that seemed too absurd to be real—but, according to Musk, is happening at scale.
“A lot of payments were approved years ago, and then the payment officer retired, left, or died—but the payments just kept going. Imagine your gym membership costs $20 billion a year. That’s what’s happening inside the government.”
“It’s Totally Insane”
Rogan, shaking his head, called the situation “wild,” while Musk simply labeled it “totally insane.”
This revelation shines a light on one of the government’s largest inefficiencies, a system where money leaks out at an unprecedented rate without scrutiny.
