EDINBURG, Texas – One of the nation’s rising stars in law enforcement wears an Edinburg badge. The City of Edinburg proudly announces that Lieutenant Gabriel Vela-Reyna of the Edinburg Police Department has been named one of the 2025 International Association of Chiefs of Police (IACP) 40 Under 40 Awardees. Lt. Vela-Reyna was recognized today during the IACP Annual Conference and Exposition in Denver, Colorado — the world’s largest and most influential law enforcement gathering.

The prestigious IACP 40 Under 40 Award celebrates rising law enforcement leaders from around the globe who exemplify outstanding leadership, dedication, and service to their communities and the policing profession. This year’s honorees represent countries including the United States, United Arab Emirates, Italy, British Columbia, and Pakistan.

“Lt. Vela-Reyna’s innovative approach to community policing has set a standard not only for our department, but for agencies nationwide,” said Edinburg Police Chief Jaime Ayala. “His leadership embodies the spirit of service, trust, and collaboration that defines the future of policing.”

Lt. Vela-Reyna has been instrumental in spearheading transformative programs within the Edinburg Police Department that strengthen community relationships and foster public trust. His leadership has guided impactful initiatives such as the Dog Walker Watch, Teen Academy, and Business Watch, each designed to empower residents, mentor youth, and deepen partnerships with local businesses. 

A graduate of the Senior Management Institute for Police and recipient of the FBI-LEEDA Trilogy Award, Lt. Vela-Reyna combines academic rigor with practical leadership experience. His community policing efforts have reached 16 residential neighborhoods and 64 businesses, advancing his belief that public safety begins with communication, outreach, and mutual respect.

“I’m truly humbled and honored to receive this recognition,” said Lt. Vela-Reyna. “This award reflects the hard work, dedication, and heart of my brothers and sisters in the Edinburg Police Department. Everything I do is made possible because of the incredible team I’m proud to serve alongside every day.”

Beyond his professional achievements, Lt. Vela-Reyna’s personal journey—from harvesting fruit as a migrant worker to leading community policing efforts in the Rio Grande Valley’s fastest-growing city—serves as an inspiring testament to perseverance and service.

The IACP Annual Conference, held October 18–21 in Denver, brings together over 16,000 public safety professionals from around the world for four days of education, training, and networking.
