WASHINGTON – Congresswoman Monica De La Cruz (TX-15) released the statement below following the agreement reached between the U.S. and Mexico to ensure the Mexican government complies with obligated water deliveries under the 1944 Water Treaty.
“Alongside Secretary Rollins and the entire Trump Administration, we have secured a second agreement of water deliveries from the Mexican government. In one year, we delivered a historic agreement of over 500,000 acre-feet of water, more than the other four years of the current cycle combined. Our fight is not over, and I will continue to push the Government of Mexico to comply with obligated water deliveries under the 1944 Water Treaty.” – Congresswoman Monica De La Cruz
Background:
The Government of Mexico has agreed to release 202,000 acre-feet of water to the United States beginning December 15, 2025. According to the U.S. Department of Agriculture (USDA), negotiations remain ongoing, and a plan is expected to be finalized by the end of January 2026.
Congresswoman De La Cruz has prioritized holding the Mexican government accountable for the water they owe South Texas under the 1944 Water Treaty. In April, Congresswoman De La Cruz helped secure an agreement of up to 420,000 acre-feet of water from the Government of Mexico through the end of October 2025. Recently, she introduced the Ensuring Predictable and Reliable Water Deliveries Act to impose restrictions on the Mexican government if they fail to meet their obligated water deliveries under the 1944 Water Treaty.
