Texas Border Business

State Representative Pat Curry (R-Waco) has introduced House Bill 4938 (HB 4938) in the 89th Texas Legislature. The bill proposes the complete dissolution of the Texas Parks and Wildlife Department (TPWD) and the Texas Parks and Wildlife Commission. If approved, the bill would take effect on September 1, 2025, shifting responsibilities currently held by TPWD to several other state agencies.

Major Changes Proposed by HB 4938

The bill outlines significant restructuring and redistributing key functions of TPWD as follows:

• General Land Office (GLO): This office would assume control over natural areas, wildlife management zones, fish hatcheries, historical sites, and other public lands presently managed by TPWD.

• Department of Agriculture: Manage responsibilities related to native plant conservation, wildlife protection, hunting, and fishing regulations.

• Department of Public Safety (DPS): Would take over law enforcement duties, including management of Texas game wardens and water safety enforcement activities.

Additionally, the proposed legislation calls for all TPWD assets, including funds, contracts, properties, and records, to be transferred to the respective agencies taking over its functions. Existing TPWD personnel would also transition into roles within these newly designated state entities.

As of March 19, 2025, HB 4938 has been filed and awaits further consideration in the legislative process, with hearings and debates anticipated in the coming weeks.
