EDINBURG, Texas — Hidalgo County Precinct 4 Commissioner Ellie Torres is announcing a new partnership with the Casanovas Foundation to provide $1,000 Heart Mind Money scholarships to women across Hidalgo County. The initiative supports the Heart Mind Money Foundation’s mission to empower women through faith-based, holistic programs that promote healing, leadership, and financial independence.

Precinct 4 remains deeply committed to uplifting the women of our community by expanding access to personal and professional development opportunities. The Heart Mind Money Foundation’s vision aligns strongly with the precinct’s ongoing efforts to promote self-sufficiency, education, and long-term wellness for families across Hidalgo County.

Each scholarship provides recipients with:
One-year membership to the Heart Mind Money Club
Bi-weekly virtual coaching and community sessions
Weekly online classes 
(English Mondays at 7 PM; Spanish Mondays at 6 PM)
Participation in journaling, guided reflections, and group discussions
Eligibility for advancement into additional Latina Empire programs, including Liberation with Clarity and Empire Blueprint, upon completion of club requirements
Entry into quarterly makeover giveaways for attending at least 2 of 4 monthly coaching sessions. Makeover includes: professional makeover, photoshoot, brand and confidence coaching, spotlight features on Latina Empire’s storytelling platforms to inspire others
Access to six local Mannahood events per year, helping scholars stay connected and inspired
To be eligible, applicants must:
Be 18 years or older
Reside in Hidalgo County
Household income of $60K or less or single income of $60K or less 
Commit to consistent participation in online coaching sessions and program activities
Attend an in-person session on December 21st

Commissioner Ellie Torres highlighted the significance of the partnership:
“At Precinct 4, we are dedicated to creating real pathways for women to grow, lead, and build a better future for their families. This partnership strengthens that mission. The Heart Mind Money programs complement the work we already do at our Community Resource Center, where we offer classes that help residents learn new skills, develop their creativity, and even transform their talents into sources of income. By expanding access to programs that nurture confidence, leadership, and financial independence, we are investing directly in the women who power our communities.”

Perla Tamez Casanovas, Founder of the Casanovas Foundation, added:
