San Juan, Texas – San Juan City officials have announced that they have selected Ruben Morin as the new Chief of Police for the City of San Juan. Morin, a native of the Rio Grande Valley and PSJA High School graduate, has over 27 years of law enforcement experience.
Chief Morin is proud to bring his wealth of knowledge, experience, and leadership to serve the families of San Juan and lead the San Juan Police Department.
Chief Morin began his law enforcement career with the San Juan Police Department in March 1993 and in 1997, he left to pursue an over 22-year career with the Department of Public Safety (DPS). While at DPS, Morin served as a trooper for the Texas Highway Patrol, as a Sergeant/Investigator targeting Trans-National Criminal Organizations (TNCG) in Hidalgo County, a Lieutenant of the Cameron County Directed Intelligence Group (DIG), Administrative Lieutenant of the CID headquarters in Austin, and most recently oversaw multi-programs throughout the state with the Criminal Investigation Division, including the San Antonio Texas Anti-Gang (TAG) unit.
Throughout his career, Morin has built, maintained, and cultivated strong working relationships with local, state, and federal law enforcement partners. As a Lieutenant and administrator, he has worked with multi-million-dollar budgets, grants, and has led the planning, administration, and daily operations of departments. Morin is most proud of his morale-building skills for effectively leveraging both personnel and financial resources, as well as creating and maintaining community relationships both internally and externally with outside law enforcement agencies and community partners. Morin is also a U.S. Army Veteran and served in the Texas Army National Guard.
“After a very successful career in law enforcement, I am proud to return to my roots and serve my community,” said Chief Morin, who retired from DPS in February 2020. “I am ready to bring my experience to lead the growing City of San Juan and our San Juan Police Department in a new direction as we work together to protect our citizens, enhance our police operations, and work with our local partners in the region,” he added. “This region has experienced dynamic growth over the years, and having worked in the region for many years, I am excited to expand our relationship with law enforcement agencies and foster a positive image within our San Juan community,” Morin said.
“The City of San Juan is proud to welcome back Chief Morin to the San Juan Police Department, and we are especially proud to have someone of his caliber, and with his wealth of knowledge and experience in the field leading our Police Department,” said Mayor Mario Garza. “He has demonstrated strong ethical and leadership skills throughout his career, as well as his ability to build morale and foster relationships with other law enforcement agencies,” added Garza. “This will be a new chapter for our San Juan Police Department, and we are proud to see what new direction he will lead the department to,” he continued.
