McALLEN, Texas – Victor “Seby” Haddad, City of McAllen District 5 Commissioner and Mayor-Pro-Tem, officially announced today his candidacy for Texas State Representative for District 41 in the 2026 election cycle. Haddad, a lifelong resident of McAllen, will bring his extensive experience in public service and business to the state legislature.
“For years, I have had the privilege of serving the community that raised me, and I am incredibly proud of the progress we have made,” Haddad said. “We have shown that a strong focus on infrastructure, business development, and quality of life can lead to tangible results for our residents. Now, am ready to take that same passion and commitment to Austin to fight for the needs of the entire South Texas region.”
As a City Commissioner, Haddad has been a champion for smart, responsible growth, and has been instrumental in a number of key initiatives, including a record number of major drainage and infrastructure projects, community reinvestment, and the promotion of programs like “Imagine Tomorrow” and “Refresh 50/50” to support local small businesses. He also played a vital role in the successful push for term limits in McAllen, a testament to his dedication to transparent and accountable government.
His experience as President of the Texas Municipal League Region 12 has also prepared him to tackle larger regional issues. In this role, he has coordinated with leaders from various municipalities and organizations across the Lower Rio Grande Valley. This has given him a deep understanding of the diverse needs and challenges facing South Texas, from economic development and infrastructure to public safety and legislative advocacy. His ability to build consensus and collaborate on a regional scale makes him uniquely qualified to represent the broader interests of District 41 in Austin.
Haddad’s background as a community banker and small business owner further gives him a unique understanding of the economic challenges and opportunities facing South Texas. “The time is now to ensure that our region has a strong voice in the Texas House,” Haddad stated. “I am dedicated to building on the progress we’ve made locally and working tirelessly tosecure a better future for the families and businesses of District 41.”

“The most meaningful conversations happen at home, where families talk about work, their children’s future, and how to move forward together.
As City Commissioner, my focus has been on strengthening our community through steady improvements to infrastructure, encouraging responsible growth, and supporting local businesses. My time in the business community showed me how much can be achieved when we stay focused on creating opportunities that last.
I’m proud to announce my candidacy for Texas House District 41 because I believe our community deserves a strong and steady voice in Austin. I want to bring the same practical approach we use here at home to the state level, always putting families and local businesses first. I would be grateful for your trust and support. Together, we can continue building a future of opportunity for the Valley.“
