The City of Elsa has been recognized with two 2025 Municipal Excellence Awards from the Texas Municipal League (TML)—one for Communication Programs and another for Public Works—honoring cities with populations under 25,000.
The awards celebrate the City’s Growth Signal podcast, a modern outreach initiative designed to engage local business owners through accessible and innovative communication, and Pacific Trails, Elsa’s largest infrastructure project transforming an old rail line into a vibrant, connected community park.
“These awards reflect the hard work and vision of our entire team,” said JJ Ybarra, City Manager for Elsa. “We’re proving that small cities can lead with innovation and impact, setting a new standard for communities across the Valley.”
The honors were presented during the 2025 Texas Municipal League Annual Conference and Exhibition, held October 29–31 in Fort Worth.
